Wolfmen tend to go a little crazy under a full moon, raising the public's fear and causing general mayhem. This guy seems even more excited when his hand is over a full moon while he's standing under one, and his ticklish "victim" doesn't seem to mind being spanked too much.
The artist is Fantasy Play, who appears to be into tickling more than spanking based on what we've seem from her comic Wish. Indeed, our spankee here appears to have had her feet tickled before the spanking began. The work was created for last year's OktoberFetish Celebration on DeviantArt.
