Interesting fashion clue, Dan! Your deduction pretty well supports my best guess based on the stylistic elements of the panel itself that it dates from the 1950's. I still think this is probably an Atlas (Marvel) comic book. There is a wealth of material to be explored in the Atlas line, by the way - because it's not in the public domain, no digital scans are available to me and I have to search the old-fashioned way, by guessing which books might contain a spanking and then going out and finding them, a difficult and expensive procedure. I can offer you this clue: The lady being paddled is wearing a skirt that is a dead ringer for the skirts developed in the 1950s, under the umbrella "The New Look," by designer Christian Dior. 'Tis said that the high point of "The New Look" came in 1957... and at any rate, the long, wide calf-length poodle skirts developed by Dior and his imitators had a very short shelf life. By the early 1960s, women went back to wearing knee-length skirts, and that of course evolved into the Miniskirt Era. So the best place to look for this cartoon would probably be the mid-1950s.
Someday I believe I will find the source for this one. And as Phil said, it will be interesting to see how close I came to guessing correctly about that.
On the Scarpelli secretary spanking:
About the panties, or lack of same: it may be that Scarpelli was trying to indicate her cami-knickers were being pulled up to reveal part of her bottom, the way George Morrice and Kirk Stiles sometimes did. as a matter of fact, i think her entire body is very well proportioned and appealing. Scarpelli seems to be better at drawing the body than he does the face however. she looks kind of box headed to me and not too feminine.

About the Wonder Woman interactive spanking game:
I understand your feeling about the voice I used for WW, Butch. Frankly, it's rather hard to find free sound files of a woman saying "Ouch!" so I did the best I could. I don't have a Supergirl spanking game lined up yet, but I will unveil a new Batgirl spanking game this week, and you'll be glad to know that Batgirl is in the OTK position and that I used a different sound file for her voice.
When I first started working on the game about three years ago I was trying to build a Java applet. I never did get it to work properly – the paddle didn't retract after being applied to the target - but applets have no security issues as far as I know. When I started working on it again a few weeks ago, I decided that since Java applets are becoming archaic I would try JavaScript instead. Now, Java and JavaScript are two very different things despite the similarity in their names, and JavaScript certainly has some security issues. As far as I know, the JavaScript I wrote (the first I ever tried, by the way) is clean code, and I don't believe anybody will be able hack into CSR's server and insert some malicious code right in the middle of it. The sad fact is that if you disable JavaScript in your browser, many websites simply won't work properly. I've always tried to keep the code simple and harmless here at CSR, and almost all my pages are plain HTML that can't possibly hurt anything. This board, the comic book spanking database, and the new Humorama Cartoon database are all depended upon PHP code, but as PHP executes on my server and not on your computer it can't cause you any problems beyond possibly not working right. I will continue to use pure HTML as much as possible and only plan to use JavaScript where absolutely necessary, as for instance with new interactive spanking games.
Actually, Wolfie, since the JavaScript interpreter is part of your browser software and is not dependent upon the Java runtime engine, you could try enabling JavaScript in your browser long enough to test out the games and then if you like disable JavaScript again. I think this would work.
