Public spanking is surely a fantasy for many spanko females (think Eve and Spanka), although they wouldn't actually want anyone to see them get spanked.
Interesting idea about the coloring. Maybe someone here will take you up on it. I'd try it myself, but I'm really no good at coloring - the only thing I ever colored was the Batman/Marcia Monroe (altered to be a bare-bottomed Barbara Gordon) spanking from 1966. I still see it out on the web sometimes.
