This one seems to form a pair with the previous cartoon of Stan spanking Francine while Steve and Hayley watch: this time Steve is spanking Hayley while their parents watch. This was the logical answer to the siblings' problem of how to get (Hayley) or give (Steve) the spanking they desired, but Stan and Francine have some misgivings.
We do not - in general we love brother/sister spankings, although this one has a dimension that poses a bit of a problem. Birthday spankings or disciplinary ones are the most natural when a brother takes his sister over his knee, and something else appears to be going on here but it's hard to take it too seriously given the silly nature of American Dad. As usual, Kevin Karstens provides solid support for Bawdy Bard's conception.
