We're not sure why Ms. Marvel is spanking the Black Widow here, and we don't much care although we have to wonder why it was necessary to tear her costume. Perhaps because it's sort of a catsuit - Ms. Marvel calls it a "jumpsuit" which it isn't - and she didn't want to take the time to unzip it from the front? There's some banter between them regarding their costumes, which like the characters themselves are getting pretty old at this point (so are we, alas).
The artist is Tim Phillips, whom we've seen here before (most recently in Power Girl Spanks Wonder Woman #3), and he delivers his usual superhero style along with a less-exaggerated bottom on the spankee, which is welcome. Also fairly typical is a hand spanking delivered with the spankee either standing up or bending over. Both of these superheroines were always badly in need of a good spanking, so we're happy to see this one.
