For this one we can repeat what we wrote last time: "The preposterously-large boobs typically drawn by Julius Zimmerman for humorous (we hope) effect are central to the gag here..." Normally, when someone was punished by being locked in the stocks (we think this kind is technically called a "pillory") and put on display for public ridicule, only the hands or the feet were placed through the device, but in the case of Jessica Rabbit, it was necessary to modify the design slightly to accommodate her anatomy. Zimmerman's title was "Plymouth Rock" referring to the early American settlement in which the stocks were certainly used, and Doctor Cylon added the joke of Jessica declaring that she will "[move] from Plymouth to Dodge," the double-meaning referring to Dodge City, Kansas, and Dodge the car line (part of Plymouth, Dodge, DeSoto, and Chrysler for those not into the history of the automobile).

Persons locked in the stocks or pillory were often subjected to various forms of humiliation, apparently including paddling! (See also the Kirk Stiles Humorama cartoon Secretary Spanking #8, Secretary Spanked for Lateness, for another example). Whether Zimmerman knew this and intended to suggest that Jessica was getting paddled is unknown, but there is someone wearing buckled shoes standing behind her in this scene. Bending over with her bloomers down and back arched (forced by the device), she's certainly in good position to be paddled, and all the Good Doctor had to add (once he had colored everything else) was the red bottom.
