Very observant.
However, I think Katie owns several pairs of green panties. They match her eye color and contrast with her hair color. And they really stand out against the redness of her bottom when she's being spanked!

What kind of paint would stick to fabric so much that it would rip a woman's dress apart? I don't know. An epoxy-based paint? Or maybe this is a paint that doesn't exist in real life. Whatever... Anyway, Katie is now wearing a dress that's completely backless!
