We don't know exactly what comic book this was taken from, only that it must have originated in Mexico or Latin America. The scan bore the title "Latina Loca" (crazy Latina or, more likely, "whore") and we believe we found it on DeviantArt, an unusual place for comic-book scans. We have attempted to translate the caption and dialogue with the aid of an online tool. Where the program's translation failed or was unclear we have interpolated, and we have indicated this with brackets.

It appears that four men and a woman have decided to punish the girls. Unfortunately, the artist drew all the characters in silhouette, a "quick draw" approach that goes way back in comics. Perhaps it's sometimes necessary, but not in a spanking panel! The spankees are kneeling with panties down, too, and we're deprived of viewing them that way from behind.
The camera angle is almost reversed in the second panel so we can see one of the spankees from the front. She definitely feels the sting on her bare bottom, and something the old woman says implies the group is making the girls guess who's spanking them, with double the spanks for guessing wrong. This is pretty kinky, reminding us of a spanking game the actress Elizabeth Hurley supposedly participated in at a party some years ago, and not exactly what we would expect from a punishment scene.
Although not as important as the choice to black out the first panel, the artist makes a compositional mistake here, moving the old woman from standing in front of the girls to behind them where she can get a view of the effect the spankings are having on their rear ends. We don't mind the view from the front, though, and only wish we had the pages before and after this one because they might show us more of the spanking or give us a nice after-the-spanking shot.
