Probably the second most frequently seen spankee among the New Teen Titans is Starfire, who's here getting spanked by the Titans' #1 spankee, Raven. It's the old problem of having two characters who are both more natural in the submissive role, but the unknown artist handles it reasonably well here with both completely naked and what appears to be a bit of bondage. The OTK position is pretty good with Starfire's bottom raised nice and high!
