If this cartoon looks a bit familiar, it's because it was clearly copied from Dan DeCarlo's Humorama classic Spanked Jaywalker. The car looks like it could have been traced! DeCarlo's traffic cop has been replaced by a policeman wearing a different uniform, one of whatever country this was printed in. (It doesn't appear to be Spain or Mexico). Apparently DeCarlo's gag was not understood, for here the cop looks angry instead of satisfied and the woman is saying that since she's too old to be spanked for jaywalking the officer should cite her for a more serious offense, completely missing the point of the original that the officer is spanking her because he'd rather do that that issue a boring citation. This is the only issue of El Picaro we have ever seen, so we don't know how long it lasted or whether there were any more spankings in it. |
