The second spanking to be discovered in Winnie Winkle comes from much earlier in the strip's history - from 1932 to be exact. (See the first one, from 1967, here). We can't identify the participants, but they seem to be both father/daughter and employer/employee. The spankee also looks and dresses like a "flapper" which is reason enough to spank her. We think she's probably a friend of Winnie's.

Probably the best thing about this spanking is the OTK position, which is very
good. The spankee's embarrassed expression in the post-spanking panel is
enjoyable also. We may imagine that the facial blushing is replicated elsewhere
as another flapper receives her just desserts.
